I've spotted where the code is not multi-thread safe, it's in the
NeuralNetEvaluate functions, there's two arrays savedBase and
savedIBase.  Which are copied back and forth a bit.

Can someone explain how the NN works in terms of the NNEVAL_SAVE and
NNEVAL_FROMBASE operations?
