Definitely not impossible to achieve. I remember the relicensing of
Mozilla back many moons ago. It took them the better part of a year but
they did due diligence to attempt to contact every author, and in the
end the license was changed. Authors that rejected the idea had their
code removed and/or replaced.

The bigger question is whether people, and especially someone like Gary
would even consider such a change. If not, then the whole point is moot.
If someone says no then you either replace the code or not move forward
with a license change.

I am not suggesting that we should change, but if anyone has a pet
project (wink) that they might want to deploy in the future, a license
that would not restrict usage on a the Apple Store (Both desktop and
mobile) might be something to consider.
