those two failures are "known" false-positives only happening on CYGWIN.

Patches for the testsuite are still welcome!

Note: CYGWIN is _only_ reasonable to use if you already use it for
different purposes, otherwise the MinGW variants or WSL is much more
reasonable to use on the Windows platform.

Additional note: if building on Cygwin (or Mingw) please use the normal
"pure" source distribution.
The distribution "gnucobol-3.1.2_win" and similar are provided as a help
for people which currently cannot move to "command line building" and
need to compile without running configure [you'd need to create config.h
from a template yourself] and withour running make (OranceC IDE,
msbuild, Visual Studio).

BTW: In case you want to move to MinGW - official binary packages (and
for 'old' MinGW along with notes how those can be created from source)
can be found at https://arnoldtrembley.com/GnuCOBOL.htm

MSYS2 also distributes GnuCOBOL as package (Arnold distributes those
without the other parts if it should only be used from Windows).
