OK, I fixed this instead by changing lib/diacrit.c and lib/diacrit.h
to use UTF-8 instead of ISO-8859-1. I also changed m4/fnmatch.m4
(which used ASCII for his name).

Well, I tried that, and got annoyed by Emacs always asking me questions
about it, so I left it out.
