I thought (based on earliers messages by Paul Eggert) that a file that was
contributed under LGPL stays under LGPL, but in gnulib we put an LGPL header
on it for a single reason only: To avoid confusion when such files are
incorporated into a GPLed package. Knowing that the majority users of gnulib
are GPL packages.
And for files that were contributed already under GPL, you just need to ask
RMS (since the copyright holder is the FSF) whether you can take the file and
redistribute it under LGPL.
