I have shared your frustration.
However, the documentation is so terse
Did you look at gnulib.texi (in cvs)? I agree it is quite terse, but
there is some "getting started" info there.
What I merely need is to import the config.rpath file from aux-dir
If that is all you want to do, you don't really need or want
gnulib-tool. g-t works by modules, not files, and there is no module
containing just config.rpath.
If you look in the gnulib/config directory in cvs, you will see a
relatively little script called srclist-update which copies files *into*
gnulib from outside sources. You could use that just as well to copy
from gnulib.
(As it happens, just FYI, config.rpath is itself copied in by the gnulib
srclist-update, from gettext.)
BTW, you might also consider copying some of the other build-aux files,
for instance config.guess, config.sub, and texinfo.tex are often
relevant and often updated, if you're not already getting them.
