I went with func_emit_copyright_notice, and checked it in with that
change. By the way, I noticed that the Makefile.am files originally
mentioned Automake, but the gnulib-*.m4 files mentioned Autoconf, when
describing configuration files that can use their package's license. I
went with Autoconf for all four uses (since gnulib-cache.m4 is the only
one of the four that is intended to be checked in to CVS projects). But
if anyone wants, I can change it to mention Gnulib instead of
auto{make,conf}, or to pass an argument to func_emit_copyright_notice for
which package name should be mentioned in the exception statement.
