Looks good to me. I like your idea of sharing canonicalize.h between the two implementations. FWIW, using your implementation
./gnulib-tool --create-testdir --dir=/tmp/testdir canonicalize-lgpl cd /tmp/testdir && ./configure && makeworks as expected, both on cygwin (where canonicalize_file_name() is missing) and on linux (where it is present but not declared).
I guess the basic idea here is that we move this module from gettext to gnulib, so I haven't worried about config/srclist.txt.
