.tarball-version should only be present in a detached tree, and not in the
VCS tree.  There's already some documentation in build-aux/git-version-gen
that we should copy into this proposed documentation section.

The infinite loop is only possible if you are also using git-version-gen.
~ In other words, I'm not so sure that it is GNUmakefile's fault, so much
as not following the directions of git-version-gen.
