By "gnulib pot upload" I assume you mean that the Translation Project
would make a special effort to translate files containing gnulib messages?
If so, I imagine you can write to the TP and ask. gnulib itself doesn't
have .pot files; translations are done via the .pot files of projects using
gnulib.

I suggest doing the latter. Life is too short to worry about outmoded
translation formats.
