I see at least 2 ½ reasons to keep it in gnulib:
* It has the effect that gnulib testdirs (such as the testdir-all that
I often use, cf. the 'all-modules' script) will include i18n support
and thus expose possible link errors on non-glibc platforms. It's
good to detect such link errors from within gnulib and fix them by
adding $(LIBINTL) to a something_LDFLAGS variable, rather than wait
that packages (coreutils, gettext, etc.) report these after they
have made a release with an FTBFS.
* There's still at least 1 package which uses this module in their
bootstrap.conf [1].
* It can serve as a prototype if/when we someday unify gnulib-tool,
libtoolize, and gettextize in a single tool.
