With a 1-liner local change to gnulib-l10n/configure.ac (line 27) you
should be able to build the same thing with an older gettext release.

No. The packages

  cinnamon-l10n
  menu-l10n
  psi-l10n
  qt6-translations-l10n

are each built from a custom tarball for l10n purposes. See

https://packages.debian.org/bookworm/psi-l10n
https://packages.debian.org/bookworm/qt6-translations-l10n

So, whatever problems you see for gnulib-l10n must already have been
handled / solved for the four packages above.
