Summary:  Only gnustep-base and OBJC_PROGRAM_NAME should depend on -lobjc

Original Submission:  -lobjc should link with gnustep-base and not all tools, 
applications, etc. The same way other libs (like ssl, tiff, etc) link with the 
libraries but not anything else.
