No, they are not confused; the plugin finder service is not directly
visible to the user as it is used internally by the browser to show a
list of possibilities when it can't handle a particular MIME type
(though you can manually do a request to this service).

The current version of IceCat is still using the Mozilla extensions
finder service but we are thinking to don't use it anymore as many
addons that you can download there are without a license file and they
can't be considered free.
