Icecat 3.6 opening new windows into blank tab and new window |

Have the latest version of Icecat installed, Mozilla/5.0 (X11; U; Linux
i686; en-US; rv:1.9.2) Gecko/20100126 IceCat/3.6 (like Firefox/3.6)
Running Debian 5.0
In preferences, Open new windows in a new tab instead.
When a link is clicked, a new tab is opened along with the link in a
new window.
The new tab is untitled and blank as the new window shows the link that
was clicked.
Want new windows in tabs and not new windows.
Did I miss something with regards to tabs or is this a bug?
