I wonder why, i do not have such as issue, i am using Trisquel 6.0
(based on Ubuntu 12.04).

Did you try to add the ppa, instead of downloading the file manually?
sudo add-apt-repository ppa:dns/gnu; sudo apt-get update; sudo apt-get
install icecat
(if there are issues you can use ppa-purge to remove all packages from a
ppa from your system).
