Thanks Ruben for this new release.
I take the chance to remember that IceCat 31.4.0 has just been
packaged and available on Fedora 20 and Fedora 21 (updates-testing repos).

HTTPS-everywhere and RequestPolicy extensions can be installed
separately because packaged aside from IceCat.
