SpyBlock is a Adblock Plus fork customized for, and inbuilt, in IceCat

Read the AdBlock Plus

to understand that SpyBlock need to be developed as a separate addon
so those who use other web browsers than IceCat can use it.
There is also a without-whitelist fork of Adblock Plus, named HackTheWeb
(free software using the modified BSD license):

Not sure about the customizations used with the SpyBlock releases
included with IceCat are different respect to HackTheWeb.
