I'm trying to help a friend.I downloaded and extracted https://ftp.gnu.org/gnu/icecat/31.8.0-gnu2/icecat-31.8.0.en-US.win32.zip. Nothing happens when I try to start it.
How do I run IceCat 31.8.0-gnu2 on Windows? Do I have to place the Program directory?
