I don't see an inconsistency.  Here's a table of all macros which
influence indentation:

  .SH           Always reset to default.
  .SS           Always reset to default.
  .LP, .P, .PP  Always reset to default.

  .TP           Use/set value.
  .IP           Use/set value.
  .HP           Use/set value.
  
The documentation of .PP mentions that it restores the indentation.
However, `restore' is not precise enough; I've now slightly improved
the wording.
