Follow-up Comment #4:

Repurposing this ticket.

Hollow out much of the very old content of this document, rename it, and
replace it with release notes for groff 1.23.0.

The release notes should be the template for a release announcement email to
go to info-gnu or whatever, EXCLUDING the relevant contents of the `NEWS` file
(which are already present in the distribution, but which can be pasted into
the email).

I guess we can use some `www` macros if they will serve nicely, but we
certainly don't need to use undocumented ones.  See bug #62627.

The colorful bits and the image of the gnu can stick around.
