Unassigning from self.  I don't think I'm going to "git this kilt" for groff
1.23.  Properly considered, the scope of this ticket is _all_ of our
full-service macro packages except for man(7) and mdoc(7).

But if someone wants to swoop in with patches and comprehensive test
coverage...
