Follow-up Comment #10, bug #63074 (project groff):

If it makes sense to hive off this part (and `lf` in the next item, because
while `lf` itself doesn't write to stderr, a UTF-8 file name will need to
expressed in a manner that can be written to stderr in the event of diagnostic
messages), then that can be tracked in the existing bug #62787.

> 3. The `cf`, `lf`, `nx`, `open`, `opena`, `psbb`, and `trf` requests all
expect to be able to express (to standard error, in the case of `lf`) or,
importantly, _open_ files by name from the filesystem.  Right now groff
doesn't have a story for being able to open UTF-8-encoded file names that use
continuation bytes.
