This might be my most disruptive proposed change yet, though I expect it to be
of low impact given another change I have in mind.

Modern fonts make Greek letters, which _are_ text glyphs, available in a
variety of styles just like Latin letters.

This is unlike the "Special" font commissioned by Bell Labs for the Graphic
Systems C/A/T, which had upright capital Greek letters (only) and italic
lowercase Greek letters (only).  See groff_char(7).

We should stop forcing lowercase Greek special characters to be italic (by
assigning these names only in italic font description files) anywhere this is
possible.

See bug #64231 for a counterpart I'd couple to this proposal.
