Yes, but if you're using devfs, the paths may be different.

Doesn't matter - if it's panicking, the fstab contents don't even come
into the picture. That means it can't even mount its root fs to start
init. Have you tried passing the root device as a hex value (first 2
digits major, second 2 minor) instead, to see what happens? That
completely bypasses any device-path parsing issues.
