Well, I should have done more reading and experimentation before posting.
It doesn't appear that GRUB has what I was after - the ability to alter the
process flow based on flags on a disk partition. Even though I can
interactively see the contents of flag files using the cat command, I can't
use that in any non-interactive control logic, since no conditional
constructs exist in the grub shell. If anyone knows of any other
bootloaders that might do what I'm looking for, please let me know.

Thanks

Subject: Using GRUB in customized distribution

I am just now learning about GRUB, and didn't find an issue like mine in
the
archives. I currently have a custom RH 7.1 installation CD which uses
syslinux to prompt the installer to select from two options. The
difference
is which kickstart config file is used. I would like to be able to use
GRUB
in a similar fashion, but with the following addition. If GRUB finds a
flag
on a predetermined disk/partition, I would like it to skip the user
prompt
and select the kickstart config file based on the contents of the flag.

Would anyone be able to tell me if this is possible, and perhaps suggest
an
approach to take?

Thanks
