Yes, because I'm the only developer and I'm quite busy these days.

Although this is applicable to GRUB as well, the main problem of PUPA is that
quite few people are interested in the core development. So I'm afraid that
nobody will join the project, until PUPA has a full set of basic features.
That's a common tendency in volunteer-based projects.

If you are thinking of porting a boot loader seriously, please contribute to
PUPA. You will have to work on common parts as well as architecture-specific
parts, definitely.

Also, please do not waste your time to attempt to port GRUB to another
architecture. GRUB is unportable and has many deficiencies in the
implementation.
