IMHO this is a good thing to do. This will make it clear to people
that PUPA is GRUB and what will happen to GRUB in the future, etc.

Well, I think the biggest problem isn't that PUPA and GRUB are
discussed on one mailing list. The biggest problem is that requests
for help are send to bug-grub.
For the Hurd there are multiple mailing lists: bug-hurd, help-hurd and
hurd-devel. Perhaps you could use something similar for GRUB. I
think having separate mailing lists is not practical because many
discussions on pupa-devel are interesting for people on bug-grub too.
