Missing Manual & FAQ Topic

I keep seeing this pop up in various places, but have an awful time
finding an answer, and the common answer is to run grub-install again.
Neither the FAQ nor the manual mention this:

What has or hasn't happened when you try to boot and get nothing but
"GRUB _"?
