Been there, done that. It doesn't work. It seems that the problem
is the empty partition table, but I cannot prove that since I don't
have spare disks with partitions that I can use in this machine. But
the other machine is otherwise identical and grub works there (with
the partitioned disks).
What may I try to isolate the problem?
As a last resort I can trace the code...
