Hi Kai,
I am also interested in using this fallback feature for a grub disk that I
am making.
I paste here the grub documentation about the commands you're talking about
but if you tell us what you tell us I don't know why it doesn't work to
you.

If you happen to make it work, please tell us. In 2 or 3 weeks I'll be able
to play with fallbacks commands and maybe would use the default ones...
perhaps I'll tell you about my experience.
