grub 0.95, cannot chainload

hello.
i cannot boot windows from grub. grub 0.95 runs fine at startup, and i see
the graphic menu. one of my menu choices is for windows. the section of my
grub.conf that handles that menu choice looks like this:

title Windows 98SE
rootnoverify (hd0,0)
chainloader +1

when i select this choice from the menu, it says "GRUB Loading stage2....."
but then instead of booting windows, it just reenters the grub graphic menu.
i can try ten times in a row and it will just take me back to the menu every
time. i read somewhere that i might need the "makeactive" command but i
tried and it did nothing. help! thank you.
