Error 21 accessing secondary hdd

I am having a problem with grub not recognizing my secondary hdd.

grub version 0.97
I have not modified grub at all
I have 2 hdd - a 200 gb and a 40 gb. Because it is an older pc, I have to use an PCI IDE controller to access the 200 gb drive as Fedora ( and I believe grub) cannot run if there is a Drive Overlay Program involved. The controller is an ITE IT8212. I was able to get Fedora installed by setting the large drive as the master, but Fedora would not recognize the slave drive. I open a trouble ticket at address@hidden (ticket 344231). I was able to get Fedora fc7 to see the drive by turning of the raid parameter (see ticket mentioned above). As I have WIN ME on the smaller drive, I need to be able to boot it. I have followed the necessary steps to setup the grub config file to be able to boot WIN ME, but it always fails with an Error 21 selected drive does not exist. I have tried several things from the grub command line like device and geometry and ioprobe and most fail with the same error. When I try ioprobe to hd1, the pc reboots. I realize that I am probably the only one having this problem. Is there any way that you can find out what that parameter in Fedora does and how I can modify grub to do the same thing?
