Details:

Current default option values make grub-install put GRUB files into the
\boot\grub directory at the root of whichever drive letter grub-install
happens to be run from. This may come as an unpleasant surprise to the user:
the installation could fail with a confusing "disk `hostdisk/\\\\?\\Z:' not
found" message (when e.g. Z: is a drive-mapped network share), or the user
could unwittingly perform a cross-disk install.

A good default for --boot-directory could be "%SYSTEMDRIVE%\" (which usually
would be "C:\", so that GRUB puts itself into "C:\grub"), although there may
be better alternatives.

Or perhaps there should be no default on the platform at all, and grub-install
should always demand specifying both --boot-directory and the boot device.
