Details:
When GRUB_BACKGROUND is set and points to a valid image, 00_header does not
emit an insmod for gfxterm_background, which is where the `background_image`
command lives. I know there are issues with secureboot and EFI regarding
loading modules, which this will still silently error, but it will work with
secureboot disabled or on legacy bios installation.
One-liner to correct attached.
