po/Makefile.in.in was removed and is now provided by copying the generic
Makefile.in.in from gnulib. This generic version does not process the files
listed in po/POTFILES-shell.in, with the result that the strings found in
util/grub.d/*.in are no longer added to po/grub.pot.

The simplest fix is to restore the original po/Makefile.in.in.
