This is not a bug. It's part of some experimental language
translation support.
If you want a pure R5RS environment, do:
(define-module (foo)
:pure
:use-module (ice-9 r5rs)
:export (bar))
;;; We're pure R5RS below this point!
Normally, however, the existince of bindings for `t' and `nil' should
not be a problem.
