[bug-gv] configuration problem: signal handler not enabled by default

I note a minor configuration problem in gv-3.6.1. Despite what it says in
configure.ac, signal-handlers (most importantly, SIGHUP to reread a file)
are not enabled by default (but they should be).

Signal handlers are indeed enabled if goes to the trouble of saying

configure --enable-signal-handle

The typo here should also be fixed: --enable-signal-handler
