hello 2.3 available

GNU hello 2.3 is available.  The main change is to update the license to
GPLv3 (see http://www.gnu.org/licenses/gpl.html).

Here are the compressed sources:

GNU Hello is written in C.  The GNU Gettext distribution contains hello,
world programs in many other languages (showing how to use Gettext).
