No, you are incorrect. You can say it five times, or fifty times, but
it is not correct.
People who are submitting patches are requested to separate distinct
changes and not submit gobs of distinct issues for review at once.
But this is *not* a restriction on the Changelog file, it is about
review of patches and not about how the Changelog should be organized.
