As far as I remember and understand it's a part of the web pages repo[1] in
hurd project on savannah.
So you or any other memeber of the project should be able to update it in CSV.
Though I'm not sure if the changes will be propogated to GNU website
automatically.
I can ask GNU web-masters how it works if needed.
