bug#43898: Global button menu Edit and Modify don't have visible difference

I see that menu Global button -> Edit and Global button -> Modify do
not have visible difference, options are synonym to each other, it
should be one of them.

Probably it is similar to Explicit button menu Edit and Modify.

It looks like function Edit does the same as Modify
