My mistake, my hash above is for GNU Inetutils, not GNUlib.

Lead by this I have been forced to conclude my mistake:
After doing the bootstrap in one directory, I performed
a call "rsync -Ca" to make a copy in another directory.
This step erased the file "gnulib/lib/unlocked-io.h",
but reproduced the now empty link "lib/unlocked-io.h".

In the original directory the configuration and the
following build are successful, as was expected.

I am sorry for the noise I have caused, but all is well
that ends well!
