those are two very different features - if anything it would probably be
two buttons - you can deactivate any add-on in the browser preferences -
just click the hamburger button then "add-ons" button and you will see
all installed add-ons listed each with a "disable" button
as for the second feature it is unclear exactly what you ask asking but
i will assume that you want to selectively enable or disable javascript
on a per-site basis - that can not be done on a per-site basis but it is
the function of the "white-list" buttons to enable scripts on per-script
basis - there is however no way currently to disable scripts that
librejs deems as acceptable
