Yes, the library is under LGPLv3.

Yes, the source code files can be distributed under LGPLv3+.

Only the build infrastructure and unit tests are meant to be under GPL rather
than LGPL. By mistake 3 code files for the library had a GPL header; I have
replaced these with an LGPL header now. Thanks for the heads-up.

The documentation is dually licensed under the GNU FDL and the GNU GPL.
