This works fine on Fedora 33 (a system with glibc 2.32, which has the
configure finding "checking whether free is known to preserve errno... no").
Also, I've never seen a link error in test-c-strncasecmp.
The cause is likely specific to your machine (maybe outdated binutils? maybe
parallel make? maybe disk full and you retried?).
