Thanks for the report, and thanks for sharing your methodology of running unit
tests through GitHub actions.
Since I don't have access to a macOS 14, I used the same methodology. It took
me two weeks to apply it to all relevant platforms (from Alpine Linux to
Windows with MSVC). The result of the investigations is that the macOS 14
iconv is just too buggy. See

A future version of GNU libunistring will reject this broken iconv outright.
For you and the other users of GNU libunistring on macOS 14: Install GNU
libiconv first, and make sure that the GNU libunistring build finds it.
