Yes. The barline is a possible breakpoint, so it takes part in the
spacing computations (if there is a breakpoint, it does generate a lot
of space). What you're asking for, is that bar-lines (more precisely:
breakable columns) are skipped for spacing, but only if they are
completely empty. This sounds like a fragile feature, especially the
"only if" part.
