In lily 1.7 , identifiers and Scheme are thoroughly integrated, so you
could use

#(define with-tablature #t)

bottomLine = \context Staff {  .. }
tablature = \context TabStaff  { .. }

  #(ly:export (if with-tablature
                  (sequential-music (list bottomLine tablature))
                  bottomLine))                             
                  
}
