raise and translate at beginning of markup

\raise and \translate don't work at the beginning of a \markup section.
The workaround I tried (placing "" before the \raise) also has a problem,
in that even "" adds horizonal space to the markup.
Here is an example of the problem. The text starts over the first note,
but is long enough to contine over the next note. Since the next note is
higher, it is colliding with the text, so it would be nice to be able to
easily move it up a little without moving it horizontally.
